Relevant notes from the Explanatory Memorandum[edit | edit source]

16. This clause sets out a few definitions including:

(A) ‘establishment of jurisdiction’, being the time Part 2 (clauses 5 to 9) of this Bill commence by which Urabba Parks is established as a non-state jurisdiction;
(B) an ‘original region’ means a region existing at the establishment of jurisdiction, or admitted or declared as an original region
(C) ‘Park Ranger’s Membership’ means shares of Urabba Parks issued under the code PARK;
(D) a ‘region’ includes a region of Urabba Parks existing at the establishment of jurisdiction, or such jurisdiction as may be admitted into or established by Urabba Parks as a region;
(E) ‘Urabba Parks’ means Urabba Parks Proprietary Limited, Australian Company Number 134 206 241 – the name ‘Urabba’ derives from ‘Eurabba’ meaning ‘a boggy creek’;
(F) in relation to territory, ‘Urabba Parks’ includes all land principally occupied by Urabba Parks or a wholly-owned subsidiary thereof – the intention of this definition is that land would be ‘principally occupied’ if the principal occupier (in this case being Urabba Parks) may enter the land, even if other parties may occupy or have a right to use a part of it for specific purposes, such as the upkeep of a plot within Urabba Street Reserve;
(G) ‘Urabba Street Reserve’ means land falling in Lot 17 of Section 17 of Deposited Plan 758868, in the State of New South Wales (‘4 Urabba Street’) and any land adjoining Urabba Street Reserve of which is declared by the principal occupier for the purposes of this definition – the Carrathool Shire Council supported the naming of the quarter-acre block ‘Urabba Street Reserve’ in resolution 27 passed on 27 September 2016.

17. Most definitions used in the Constitution are set out in section 4 of the Constitution itself (see note 35 on section 4 of the Constitution below).
