271. Subsection&nbsp;(1) provides the Corporate Parliament may grant powers to divisional legislatures and subsection&nbsp;(2) provides for uniformity in regards to the limitation of the power of regional legislatures.  The purpose of this section is to clarify the nature of divisional legislative powers, in that they can be granted by the Parliament, but also the equality of regions insofar as to the granting of such powers.
