<span id="s1"></span>(1)  The Parliament may make laws for:

                    (a)  the government of parts of Urabba Parks not forming part of a jurisdictional division;
:<span id="par1b"></span>(b)  the government of a jurisdictional division where the legislature of the jurisdictional division does not have power to make laws;


                    (b)  the governance of matters in which the legislature of the jurisdictional division does not have power to make laws;
:<span id="par1c"></span>(c)  the assignment of a jurisdiction number (placeholder component&nbsp;d) to a jurisdiction in the foundation group of which Urabba&nbsp;Parks is Head other than a region of Urabba&nbsp;Parks, and for the purposes of a provision of this Constitution such a jurisdiction shall, unless this Constitution otherwise provides, be taken to be a jurisdictional division.


                    (cthe assignment of a jurisdiction number (placeholder component d) to a jurisdiction in the foundation group of which Urabba Parks is Head other than a region of Urabba Parks, and for the purposes of a provision of this Constitution such a jurisdiction shall, unless this Constitution otherwise provides, be taken to be a jurisdictional division.

::<span id="par2a-ii"></span>(iihas a defined territory not within the limits of the territory of a region or territory declared under subparagraph&nbsp;(iii); and


                            (iihas a defined territory not within the limits of the territory of a region or territory declared under subparagraph (iii); and
::<span id="par2a-iii"></span>(iiiis declared by Parliament as a territory of Urabba&nbsp;Parks; or


                           (iii)  is declared by Parliament as a territory of Urabba Parks; or
:<span id="par2a"></span>(b)  any other provision of this Constitution, unless this Constitution or the Parliament provides the jurisdiction is a jurisdictional division for the purposes of the provision.

296. Subsection&nbsp;(1) provides the Parliament may make laws for the government of parts of Urabba&nbsp;Parks not forming part of a jurisdictional division, the governance of matters where the legislature of the jurisdictional division does not have power to make laws, and for the assignment of a jurisdiction number (placeholder component&nbsp;d) to a jurisdiction in the foundation group of which Urabba&nbsp;Parks is Head, for the purposes of including the jurisdiction in the definition of ‘jurisdictional division.’ Subsection&nbsp;(2) provides that a jurisdiction assigned a jurisdiction number under this section is not a jurisdictional division for the purposes of [[Constitution of Urabba Parks/Contents#Ch1|Chapter&nbsp;1]] unless the jurisdiction is a wholly-owned subsidiary of Urabba&nbsp;Parks, has a defined territory not within the limits of the territory of a jurisdictional division or territory and is declared by Parliament as a territory of Urabba&nbsp;Parks.  The purpose of this section is to allow Parliament to establish territories and provide for their representation in the Houses.


            (b)        any other provision of this Constitution, unless this Constitution or the Parliament provides the jurisdiction is a jurisdictional division for the purposes of the provision.&nbsp;

Government of territories[edit | edit source]

(1)  The Parliament may make laws for:

(a)  the government of parts of Urabba Parks not forming part of a jurisdictional division;
(b)  the government of a jurisdictional division where the legislature of the jurisdictional division does not have power to make laws;
(c)  the assignment of a jurisdiction number (placeholder component d) to a jurisdiction in the foundation group of which Urabba Parks is Head other than a region of Urabba Parks, and for the purposes of a provision of this Constitution such a jurisdiction shall, unless this Constitution otherwise provides, be taken to be a jurisdictional division.

(2)  A jurisdiction assigned a jurisdiction number under paragraph (1)(b) is not a jurisdictional division for the purposes of:

(a)  Chapter 1, unless the jurisdiction:
(i)  is a wholly-owned subsidiary of Urabba Parks;
(ii)  has a defined territory not within the limits of the territory of a region or territory declared under subparagraph (iii); and
(iii)  is declared by Parliament as a territory of Urabba Parks; or
(b)  any other provision of this Constitution, unless this Constitution or the Parliament provides the jurisdiction is a jurisdictional division for the purposes of the provision.

The purpose of this section is to allow Parliament to establish territories and provide for their representation in the Houses.
