Formation of new regions

A new region may be formed by separation of territory from a region, but only with the consent of the legislature thereof, and a new region may be formed by the union of 2 or more regions or parts of regions, but only with the consent of the legislatures of the regions affected.

Relevant note from the Explanatory Memorandum

298. This section, based on the corresponding section of the Australian Constitution, provides the Parliament, with the consent of the legislatures of the regions involved, may split or merge regions. The purpose of this section is to provide a mechanism for the merger and split of regions.
