Subsection&nbsp;(1) declares that stakeholders expect that service delivery by an organisation is relevant to the ultimate object of the organisation, and in this case the supporting the charitable purposes of Urabba&nbsp;Parks, and fosters innovation and efficiency among personnel.  Subsection&nbsp;(2) provides for the responsibility of entities to optimise the use of available resources through a user-responsive approach to service delivery that meets the needs of clients, to maximise the relevance and efficiency of service delivery and consult clients, personnel and other relevant stakeholders on the design of services.
