This section, based on the corresponding section of the Australian Constitution, provides for the declaration of the privileges of the Houses of the Parliament. In the absence of such declaration the privileges are those that apply to the Legislative Assembly of the place of incorporation (in this case Victoria), insofar as they can apply in an internal law context. Such privileges would be taken to include for example, the power to call witnesses who are party to the agreement of jurisdiction to give evidence before a parliamentary committee (a note to this effect is included in this section).
