Exclusive powers of the Parliament[edit | edit source]

(1)  The Parliament shall, subject to this Constitution, have exclusive power to make laws for the peace, order, and good government of Urabba Parks with respect to the following:

(a)  the seat of Government of Urabba Parks, and all places acquired by Urabba Parks for corporate purposes;
(b)  the raising and maintaining of Defence Services;
(c)  other matters declared under law to be within the exclusive power of the Parliament.

(2)  The Parliament may declare matters for the purposes of paragraph (1)(c).

Relevant note from the Explanatory Memorandum[edit | edit source]

160. Subsection (1) grants some exclusive powers to the Parliament, including the seat of Government, the raising and maintenance of Defence Services and other matters declared under law to be within the exclusive power of the Parliament. Although subsection (2) provides that the Corporate Parliament may declare its exclusive powers, it should be noted that such laws are subject to entrenched provisions – the power of the legislatures of jurisdictional divisions (other than certain non-revocable matter such as defence) constitutes divisional matter under clause 7 of Schedule 2 (see note 363).
