= <span id="EM"></span>Relevant notes from the Explanatory Memorandum = 175. Subsection (1), based on section 61 of the Australian Constitution, vests executive power of Urabba Parks in the Enactor and makes it exercisable by the Manager‑General. 176. Subsection (2) includes registration table 2. This table sets out a numbering scheme for government places (item 2) based on broad classifications, including: :(A) places related to the Proprietary Council (see [[Constitution of Urabba Parks/Section 62#EM|note 177]]) and committees of the Council (item 2.0) including: ::(i) Mister Enactor’s Most Helpful Proprietary Council (item 2.0.0) ::(ii) the President (item 2.0.0.0.1) who shall be the Manager‑General for the time being or some other person appointed at the Enactor’s pleasure – this is a senior management place (category G), meaning the Manager‑General is taken to hold a category G place by virtue of this item; ::(iii) the Vice President (item 2.0.0.0.2) – this place is appointed at the Manager‑General’s pleasure; ::(iv) Proprietary Counsellors (item 2.0.0.a); ::(v) committees (item 2.0.b) including senior members (item 2.0.b.0.y) and members (item 2.0.b.x); :(B) places related to all components of Government (item 2.c), including: ::(i) Council of a component of Government (item 2.c.0) including presidents (item 2.c.0.0.y) and members (item 2.c.0.x.y); ::(ii) management entities (item 2.c.e); ::(iii) governing or advisory body of a management entity (item 2.c.e.0), including its senior members (item 2.c.e.0.0.y) and members (item 2.c.e.0.x.y); ::(iv) team leaders (item 2.c.e.v.0.y) – team members must be members of the team (occupying a place falling in item 2.c.e.v.g.x in respect of the team); ::(v) heads of management entities (item 2.c.e.1.0.y) – heads must be team leaders (occupying a place falling in item 2.c.e.v.0.y in respect of the team) ::(vi) personnel of management entities (item 2.c.e.v.g.x) – a place falling in this item is only an engagement place (category E) if the place is that of a Minister falling in item 2.1.e.0.1.y or falls in one of the categories C, F, O, or X, meaning the place must be categorised into a particular service before persons can be engaged in respect of the place; :(C) the Inter Departmental Council (item 2.1.0), including The Clerk of the Proprietary Council and President of the Inter Departmental Council (item 2.1.0.0.y) and members of the Inter Departmental Council (item 2.1.0.e.y); :(D) places related to the Departments of Corporation (item 2.1.e), including: ::(i) committees of management (item 2.1.e.0), including the chair (item 2.1.e.0.0.y) and members (item 2.1.e.0.x.y); ::(ii) persons appointed to administer Departments of Corporation under [[Constitution of Urabba Parks/Section 64|subsection 64(1)]], known as ‘Ministers’ (see [[Constitution of Urabba Parks/Section 64#EM|note 179]]) (item 2.1.e.0.1.y) which are senior management places (category G) – places falling in this item are also director places (category D) in certain circumstances such as for persons who ceased to be legislative directors in the past 90 days and ) candidates in elections to allow for appointment as directors under [[Constitution of Urabba Parks/Section 64#s3|subsection 64(3)]] (see [[Constitution of Urabba Parks/Section 64#EM|note 181]]); ::(iii) the secretaries of Departments (item 2.1.e.0.2.y) (which are also secretary places (category S)); :(E) external missions (item 2.2.e) and members of the external service (item 2.2.e.v.g.x) including representatives nominated to other non-state jurisdictions or organisations of non-state jurisdictions (item 2.2.e.1.1.1) and persons who may act as representatives (in the vacancy, absence, incapacity or delegation of the representative) (item 2.2.e.1.2.x); :(F) Urabbaparcensian Defence Service (item 2.3) – places are defence places (category F) as well as senior management places (category G) in the case of commissioned officers; :(G) the law enforcement service (item 2.4) – places falling under this item are either is either a corporate service place (category C) or law enforcement place (category O) depending on whether or not the occupier is liable to make an oath, affirmation or declaration to acknowledge the Enactor, his heirs and successors according to law to discharge the duties of the place; :(H) management entities that are not Departments, entities falling in a previous item, in the independent management service, falling in another registration table or an entity with succession (item 2.5.e); :(I) the independent management service (item 2.6.e); :(J) financial entities with succession (item 2.7.e); :(K) financial entities with succession (item 2.8.e); :(L) secretariats of consultative bodies of Government (item 2.9.e), consultative bodies (item 2.9.e.0), senior members (item 2.9.e.0.0.y) and members (item 2.9.e.0.x) – members of consultative bodies and places falling within the secretariats are independent management places.
