Proceedings against Urabba Parks
The Parliament may make laws conferring rights to proceed against Urabba Parks or another member of a jurisdiction in the legislative group of which Urabba Parks is Head in respect of matters within the limits of the judicial power.
Relevant note from the Explanatory Memorandum
209. This section, based on the corresponding section of the Australian Constitution, provides the Parliament may confer rights to proceed against a jurisdiction within the legislative group. The provision allows for persons who are party to the agreement of jurisdiction to pursue the Enactor in Right of such an entity in a tribunal if the Executive Government has acted outside the internal laws.
