The costs, charges, and expenses incident to the collection, management, and receipt of the Consolidated Revenue Fund shall form the first charge thereon; and the revenue of Urabba Parks shall in the first instance be applied to the payment of the expenditure of Urabba Parks.

213. This section, based on the corresponding section of the Australian Constitution, provides for the charging of amounts associated with the collection, management, and receipt of funds in the Consolidated Revenue Fund.  This allows for the charging of costs such as bank fees without any further formalities in regards to appropriation.
