9. This clause&nbsp;provides for the commencement of clauses&nbsp;1 to&nbsp;4 of the Bill to be on the day it receives the Foundational Assent, and for the remainder of the Statute to commence on a day not earlier than a day specified by proclamation, and the passing of the special resolutions by Urabba&nbsp;Parks under section&nbsp;136 of the Corporations Act 2001 of the Parliament of the Commonwealth to repeal any existing Constitution and adopt the Constitution as provided in the Statute.
