| 353. This Schedule sets out entrenchments and provides for what may be included in an entrenchment as entrenchable matter. A note is included under the header to this Schedule referencing the fact the term ‘entrenchment’ is defined in subsection 4(1) – the definition of an entrenchment is an item falling in the table in clause 1 of this Schedule. Under subsection 128(1) amendment of laws and approval of acts falling in entrenchments requires approval from the members.

| 355. An entrenchment which is a letter is known as an ‘entrenching item’. These entrenching items deal with amendments of the table of entrenchments itself, and other procedures relating to approval of entrenched matters generally, such as the requirement for a referendum in the case of a proposed law for an entrenched matter not passing each House of Parliament, and for certificates of reasonableness. See clause 2 (note 357) for more information on how entrenchments are sorted, and for clarification on when an entrenchment falls in another entrenchment.

| :addition item (A) – this entrenching item allows for the addition of an entrenchment, of laws, acts and constituencies to an entrenchment;

| :matter removal item (B) – this entrenching item allows for the removal of entrenchment and provisions and acts from entrenchments;
| |
| :constituency removal item (C) – this entrenching item allows for the removal of constituencies from entrenchments;
| |
| :definition amendment item (D) – this entrenching item allows for the amendment and repeal of definitions in subsection 4(1);

| :heading repeal item (E) – this entrenching item entrenches parts of legislation containing entrenched matter:

| :legal system matter (1.1) – this entrenchment relates primarily to core elements of the legal system of Urabba Parks, but also includes provisions relating to human rights and its membership structure;

| :constitutional system matter (1.1.1) – this entrenchment is taken to be the ‘kernel’ of the operating system of governance established by this Constitution. It also covers the intentions of the Founder – being Hellenic and Landcare in its character, charitable and democratic in its nature;
