Relevant note from the Explanatory Memorandum
20. This clause provides that this Constitution and laws having effect under it shall apply ‘to the courts, judges, people and internal management of Urabba Parks.’ The intent of this clause is to provide for the public nature of the Constitution, rather than being a merely being a private contract among members, the Constitution is to serve as the legal basis for the jurisdiction of Urabba Parks; laws made under the Constitution could touch on the behaviour of members of the public entering corporate premises, for example.
